Construction on the Phillips County Event Center building is moving along at a steady pace. The framing is complete and concrete was poured for the flooring last week. Still, commissioners are not ready to say the building will be finished for the 2009 Fair, saying they were told by Mike Smith Construction that the entire construction project, which began in September, 2008, will take one year.
