County commissioners plan for 2023 with Reorganization meeting

At the Reorganization meeting on Jan. 9, the Phillips County commissioners:

 – Appointed Garold Roberts Chairman of the Board of County Commissioners for the year 2023.

 – Approved Resolution 2023-01-09-01, approving the organization of county operations, the establishment of official holidays and the establishment of regional board appointments for 2023. 

 – Approved Resolution 2023-01-09-02, affirming employees and special appointments for the Phillips County Board of County Commissioners for the year 2023. 

 – Approved Resolution 2023-01-09-03 to set salaries and wages for County employees for the year 2023. 

 – Approved Resolution 2023-01-09-04 designating office hours for the year 2023.

 – Approved Resolution 2023-01-09-05 authorizing signers on behalf of the Phillips County Board of County Commissioners for the year 2023.

 – Approved Resolution 2023-01-09-06, authorizing the Phillips County Treasurer to Deposit and invest funds.

 – Approved Resolution 2023-01-09-07 authorizing the Board of County Commissioner appointments to local and regional boards for the year 2023. 

 – Approved Resolution 2023-01-09-08 for the Board of County Commissioners to provide health and life insurance for the year 2023.

 – Approved Resolution 2023-01-09-09 for the Board of County Commissioners approve county fees and charges for the year 2023.

With the retirement of Kenny Gaskill, Sara Kumm became Communications Center Director effective Feb. 1. Paolo Mallari became Communications Center Assistant Director.

The board discussed nonprofit payroll criteria for the county, specifically regarding Holyoke and Haxtun Chambers of Commerce, and Phillips County Economic Development. After review by County Technical Services Inc., it was determined that the entities do not meet the criteria and the county cannot do payroll for them.
