Moratorium on expansion, creation of new livestock facilities extended 90 days
Phillips County Commissioners have extended a resolution they initially adopted on Nov. 9, 2020, an additional 90 days from the original expiration date of May 9.
The resolution established a six-month moratorium on the processing of permits related to the expansion and creation of new livestock facilities and livestock operations within Phillips County.
The board plans to obtain and test water supplies for evidence of nitrates.
Commissioners also met with planning commission representatives who recommended that no changes be made to A1 and A2 agricultural zones with respect to new commercial feedlots.
County adopts hazard mitigation plan update
Last month, commissioners adopted the Northeast Regional Multi-Jurisdictional Hazard Mitigation Plan update.
The purpose of the plan is to provide local officials with tools to guide policies and implement actions to reduce risk and future losses from natural hazards. It seeks to improve public safety and add greater awareness of protective measures that can be taken by communities.
Approval of the plan by the Federal Emergency Management Agency also ensures that participating jurisdictions remain eligible for federal grant funding.
The commissioners reviewed the plan and affirmed that it will be updated no less than every five years.
Resolution concerning redistricting adopted
Commissioners passed a resolution in support of the drawing of two rural districts in Colorado, one including the Western Slope and the other the Eastern Plains and southern Colorado. The resolution notes that rural Colorado has unique interests that are sometimes contrary to the interests of Front Range communities.
Further citing the unique infrastructure needs that rural communities have, the commissioners encourage the Congressional Redistricting Commission to ensure Colorado’s rural population is effectively represented through the creation of two fully rural districts, or as near as possible.
Other business
In other business last month, commissioners:
— Approved the insurance claim proposals from Spelts Roofing for roof replacement projects in the amount of $58,309.35 for the Phillips County Museum, $19,500.97 for the comm center and $11,184.57 for the courthouse maintenance garage.
— Met with Darlene Carpio, who provided updates from Rep. Ken Buck’s office.
— Held a 17-minute executive session with county attorney Tammy Kelley for the purpose of receiving legal advice on specific legal questions.
